You can read the full changelog here. This tool changes the executables for both Tiberium Wars and Kane’s Wrath in a way which allows them to use up to 4 GB of RAM instead of 2 GB. First off, Kane is not entirely friendly to the Scrin: he sees them more as a tool than as a master. Kane also dumped his old cause for 'ascension' without even a hint of explanation. For their part, the Scrin infantry look more insectoid than humanoid.
